A Expansão Da Cultura Do Algodão Transgênico Na Região Do Norte De Minas Gerais: Percepções E Estratégias Dos Pequenos Produtores

Abstract

O artigo apresenta os resultados da pesquisa feita no Norte de Minas Gerais através da metodologia da PPGA (Planejamento Participação para Gestão e Ação). O estudo foi caracterizado por oficinas feitas com grupos de pequenos produtores que utilizam a semente transgênica na cultura do algodão. Na região observou-se dois tipos de estrutura produtiva. A primeira comandada por uma cooperativa constituída por um grupo de produtores organizada e a segunda alicerçada na figura do intermediário que financia o grupo de produtores rurais através de insumos e capital. A organização através da cooperativa permitiu a um grupo de produtores uma maior apropriação do pacote tecnológico da transgenia e beneficiou a agregação de valor ao produto, através do beneficiamento da pluma do algodão em mini-usinas alugadas pela cooperativa. O segundo grupo apresenta deficiências na utilização do pacote da transgenia e manejo incorreto devido a falta de assistência técnica e capital próprio. Entende-se que a agricultura familiar apresenta condições para beneficiarse de pacotes tecnológicos, como os transgênicos, no entanto demanda uma política de extensão rural de forma ativa para que estes benefícios possam ser apropriados pelo grupo de pequenos produtores. Outra questão é o financiamento da atividade rural, enquanto o pequeno produtor, recorrer a figura do intermediário, comum nas regiões brasileiras, a sua rentabilidade será reduzida.

The article presents the results of research done in northern Minas Gerais through the methodology of the PPGA (Planning and Management Participation for Action). The study was characterized by workshops done with groups of small farmers who use GM seeds in cotton. In the region there are two types of production structure. The first run by a cooperative formed by an organized group of producers and the second based on the figure of an intermediary who finances the group of farmers through inputs and capital. The organization through the cooperative has allowed a group of producers a greater ownership of the technology package of transgenic and benefited from the addition of value to the product through the processing of cotton lint in mini-mills leased by the cooperative. The second group had weaknesses in the use of transgenic package due to mismanagement and lack of technical assistance and equity. It is understood that family is in condition to take advantage of technological packages, such as GMOs, however demand a policy of extension of the active form that these benefits can be appropriated by the group of small producers. Another issue is the financing of rural activities, while the small producer, call out the middleman, common in parts of Brazil, its profitability will be reduced. Thus, an effective policy for inclusion of small farmers with profitability in any productive activity is based on assistance and rural extension and credit for the establishment of technological packages.
