Abstract: This policy brief aims at addressing shortcomings in Thailand’s financing innovation policies and their underlying institutional factors. It will provide recommendations on what has to be done in order to improve the efficiency and effectiveness of such policies. The policy brief is a result of an international comparative study on ‘Towards Effective Policies for Innovation Financing in Asia’ funded by the International Development Research Centre (IDRC) of Canada. This is a joint study of four country teams, namely, Malaysia, Singapore, Taiwan and Thailand during the years 2010-2011. These four countries were selected because, though they are located in the same region, East Asia, and are all considered as Newly Industrializing Economies (NIEs), there are differences in terms of technological learning and, hence, levels of economic development. It is interesting to analyze the reasons behind these differences and governments’ financing innovation schemes might be a meaningful factor.
