| Abstract: | Indonesia is one of country in Asian that suffered from AI outbreak in 2001-2006. AI outbreak generally attacked a small scale farm in countryside. The problem is a small farmer does not have sufficient economic power to implement bio security. This study aims to see how far the impact of socio economy on small poultry farmers and how they conduct prevention efforts. This research also studied how the government implemented control on the outbreak. Research was conducted at three locations with the criteria province with heavy, medium and light incidences and a total of 240 small-scale chicken farmers were taken as respondents. Analysis on socio and economic impacts was made based on location criteria and analysis before and after the outbreak. Research AI outbreak in a region did not influence existing social wealth but it revealed that the higher the densities of the chickens and the smallholders in a village the higher the AI outbreak attacked. It was shown by high mortality rate of chickens and bankrupt smallholdings. Conversely in the control region, poultry farms were distantly located, low farms density in a village, and low mortality rate. Farms recovery was faster in the control area. It implies that the government needs to reposition the sector 4 poultry farming to the lower poultry and population densities. It is better that the Government should design regulations on AI control that not make small scale farmers loss. |
