Abstract: This work is a case study of the ratification of the Framework Convention for Tobacco Control (FCTC) that took place in Brazil between 2004 and 2005. Key social protagonists, strategists in favor of and against ratification, means of action, negotiation and agreement by various groups involved. The central lesson gleaned is that governments and civil society have to be extensively and seriously prepared to lead in these types of political processes. The protection of life and health requires not only technical preparation, but also political skills of individuals, organizations and institutions.
