Abstract: International trade in services has become a new and important subject requiring clarification within legislation and policy making. While liberalization at the multilateral level has been modest, at the regional level it has increased rapidly. Important negotiation issues are brought forward in this excerpt, Chapter VII from "The Mercosur and the Creation of the Free Trade Area of the Americas" which describes provisions and criteria for determining resolutions in trade agreements and negotiations.
