Title: Mongolia case study : "My Homeland" information system for communication of the herders, the local government, and the mining company towards managing grievance collaboratively
Authors: Oyun, Ravsal; Mendbayar, Byambaa
Abstract: Urbanization intensified by mining has been affecting Mongolia Gobi in the last decade. Mining provides job and market opportunities, along with dramatic distractive impacts on nature and the environment. Because of harmful activities of some mines and illegal miners there is increased public awareness and conflicts even with shooting.
This article introduces research findings of the research and development of “My Homeland” information system deployed in a remote rural county in the Gobi. The work was done as a part of Mongolia DREAM IT mega project funded by Canadian International Development Research Centre, and the system is the first prototype that introduced and demonstrated benefits of sharing information among the stakeholders towards finding collaboratively solutions for problems and prevention of conflicts, particularly on the use of land and its resources, and the environmental degradation and pollution.
Capacity building and institutionalization for sustainable operation of the system at local was done with establishment and active participation of multilateral steering committee, secondary school and a community based organization in Nomgon county.
The main finding of the research and development is that a collaboratively managed grievance mechanism facilitated by information system like “My Homeland” can assist for mitigation or alleviation of conflicts from land use, and environmental and social problems caused by mining.
The simple and affordable system was developed on LINUX platform with free open source tools and Internet connection was established via Wireless Broadband Gateway. The web, database, file and open fire servers were installed on Ubuntu 9.04 platform.

Abstract: Urbanization intensified by mining has been affecting Gobi in the last decade. Mining provides job and market opportunities, along with dramatic distractive impacts on nature. Because of harmful activities of some mines there is increased public awareness and conflicts even with shooting.
This Project conducted research, created and introduced to the local residents of rural county in the South Gobi – Nomgon, a dynamic web portal “My Homeland”, which is the first prototype of a system for information sharing of the main actors - local government, herders and mining company towards finding solutions for problems, and prevention of conflicts, particularly on the use of land and its resources. Capacity building trainings were conducted. System ownership and institutionalization at local level were identified with secondary school, steering committee and NGO of Nomgon county.
The system was developed on LINUX platform with free open source tools and use of object oriented approach, UML modeling. Internet connection was established via Wireless broadband Gateway, and web, database, file and open fire servers were installed on Ubuntu 9.04 platform.
The Project has introduced to rural residents and demonstrated how technology can be used for communication, information sharing and facilitation of collaboratively managed grievance mechanism.

Title: Strengthening resilience in tsunami-affected communities : coastal bioshields, livelihood development, and village knowledge centres in India and Sri Lanka; final report (April 2006 to March 2009)
Authors: M.S. Swaminathan Research Foundation
Abstract: The project on Strengthening Resilience of Tsunami affected Communities in India and Sri Lanka was implemented from April 2006 to March 2009. The project components include community mobilization and organization, establishment of mangrove and non-mangrove bioshield, establishment of Village Resource and Village Knowledge Centres, strengthening livelihood and community based disaster risk reduction. In India project was implemented in 10 villages in Tamil Nadu (including 2 Village Resource Centres) and 8 villages in Andhra Pradesh. In order to enhance the capacity of the grassroots organizations in designing and implementing developmental projects in the coastal areas grassroots NGOs were taken as project implementers at the village level. Informal relationship was established with various strategic partners such as local elected government (Panchayat Raj), government institutions, research organizations, developmental NGOs for participation in the implementation of different project components. A science-based, community-centered and process-oriented approach, which was developed and tested earlier, was followed in the implementation of this project with suitable modifications wherever necessary. In each of the project village activities were planned and implemented by a village level institution, which is having more or less equal number of women and men in the decision making and planning and implementation bodies. With participation of community and strategic partners mangrove bioshield has been established in about 280 ha and non-mangrove bioshield in 27 ha, which are about 1 to 2 years old. Presently, except in about 30 ha in Keezhavaipar region in Tamil Nadu, in all other places bioshield are showing promising results. In order to sustain these bioshields long term management plan needs to be prepared and pilot tested. In Tamil Nadu and Andhra Pradesh, 4 VRCs and 10 VKCs have been established with the support of community and strategic partners…
