Abstract: This project was funded by the International Development Research Center of Canada&#xD;
(IDRC) and managed by the Trust for the Americas, a nonprofit affiliate to the Organization of&#xD;
the American States (OAS).&#xD;
This Framework is just an initial step in outlining the main elements that would need to be&#xD;
produced to establish a fully functional monitoring and evaluation system for the POETA&#xD;
centers. Several important outcomes were achieved in this initial work.&#xD;
First, we reviewed a diverse body of relevant literature to identify candidate mechanisms and&#xD;
broad contextual factors that might have an impact on the success of the POETA program.&#xD;
Then, we integrated the results of original field research with the results of dedicated&#xD;
workshops with POETA local partners into an initial framework that can form the basis of a&#xD;
Monitoring &amp; Evaluation system.&#xD;
Within this first approach to a Monitoring and Evaluation system, we identified and described&#xD;
the principle POETA components (Training, Social Interaction and Employability), the main&#xD;
contextual factors relevant to POETA, and each of the mechanisms.</description>

Abstract: This project was funded by International Research Development of Canada (IDRC) and managed by&#xD;
the Trust for the Americas, a nonprofit affiliate of the Organization of the American States –OAS.&#xD;
Based on a Collaborative Action Research and Evaluation (CARE) and using a realist methodology it&#xD;
was possible to investigate the underlying mechanisms and contextual factors that have the most&#xD;
direct impact on the successes and challenges of the POETA program.&#xD;
The results of the interviews suggest that in the areas of social support and inclusion, personal&#xD;
growth and employability, the POETA program plays an important role in impacting the lives of&#xD;
participants. Based on the research results, it seems that the three main program components are&#xD;
the key elements of the POETA efforts and that each component has definite social mechanisms&#xD;
that drive positive change towards desired outcomes.</description>

Abstract: The Trust for the Americas has been addressing the social and economic exclusion of people with&#xD;
disabilities (PwD) in the western hemisphere through the Partnership in Opportunities for Employment&#xD;
through Technology in the Americas (POETA) program. Since the opening of the pilot center in&#xD;
Guatemala in 2004, the program has expanded to 20 countries in the region. POETA partners with local&#xD;
organizations to establish centers which provide job readiness and technology training to PwD. As the&#xD;
program expands, it was important to understand how and for whom the program works, to improve&#xD;
specific components that generate high impact, and to identify areas for improvement with respect to&#xD;
economic inclusion of PwD. The Trust is also aware of the need for a comprehensive Monitoring and&#xD;
Evaluation framework to measure quantitative and qualitative impact of the POETA program. This&#xD;
project was design to responds to those needs through: (i) research on the impact of the program on&#xD;
PwD, (ii) the design and implementation of a Monitoring and Evaluation Framework, and (iii) building&#xD;
the capacity of the local partner organizations serving PwD. The project was implemented in four&#xD;
countries where the POETA program provides training to PwD: Argentina, Colombia, Guatemala and&#xD;
Peru. The outcomes of the project were expected to benefit the POETA program as a whole, while also&#xD;
serving as an important research case for organizations utilizing Information and Communication&#xD;
Technologies (ICTs) to facilitate inclusion and skill development of PwD.&#xD;
This technical report summarizes the main findings produced by previous reports. As such, parts of this&#xD;
report have also appeared in previous ones.</description>
