At the same time, it was oriented to improve: the capacities of public servants to design, evaluate, implement and manage policies to support the development of Social Technology; the abilities of researchers at public R&D institutions to analyze the process of design, development and implementation of technological answers to complex problems; and the capabilities of social movements to foster their demands for a research agenda that can offer systemic solutions to their needs. The ultimate goal for the project was to develop a new way for addressing the task of alleviating poverty, generating income and providing for the needs of all the population; in a way in which most of the drawbacks shown by prior intervention measures could be avoided. It means a different approach on the analysis of technology development, a fresh strategy to policy design, a way in which the problems –and solutions– are constructed among users and producers of knowledge.
